On October 16, 2025 at 10.00 a.m., in the Meeting Room, 11th Floor, Agrarajakumari Building, Chulabhorn Hospital, Professor Dr. Her Royal Highness Princess Chulabhorn Krom Phra Srisavangavadhana graciously gave the opportunity to Khunying Charatsri Teepirach, Vice President for Administration and Director, Office of the President, Chulabhorn Research Institute, to bring the following senior armed forces personnel to have audiences with Her Royal Highness: General Ukrit Boontanon, Commander in Chief of the Royal Thai Armed Forces, and delegation, comprising General Chidchanok Nuchchaya, Chief of Staff of the Armed Forces, General Sarawut Chanphoom, Commander of the Armed Forces Development Command, Lieutenant General Chakorn Boonpakdee, Director of Royal Thai Survey Department, and Lieutenant General Chumphot Nurakkate, Director of Department of Border Affairs. They humbly received Her Royal Highness’s Royal Policy for concrete implementation and reported on the operational guideline in various efforts to support the vital missions in alignment with the objectives of the “Hataitip Fund” under the Chulabhorn Foundation. These executions aim to fulfill Her Royal Highness’s noble intention and great concern for the security and safety of the frontline troops and the civilians along the border, by supporting the urgent construction of walls and bunkers along the Thai-Cambodian border.

On this occasion, the Commander in Chief of the Royal Thai Armed Forces humbly reported on the action plan of the Royal Thai Armed Forces with the following subjects: 1. Survey map and setting up of boundary markers between Thailand-Cambodia 2. Potential locations to construct border walls and operational procedures, and 3. Design plans of the construction of walls along the border, patrol roads, and personal bunkers.

Afterwards, the Chief of Staff of the Armed Forces, the Commander of the Armed Forces Development Command, the Director of Royal Thai Survey Department, and the Director of Department of Border Affairs humbly reported on the execution plan, comprising survey map and setting up of boundary markers along the Thai-Cambodian border, stretching for 798 kms.  Furthermore, 74 additional boundary markers were set up, starting from the boundary marker no. 1 in Phu Sing District, Sisaket Province and subsequent markers to the west towards Surin, Buri Ram, Sa Kaeo, and Chanthaburi Provinces, ending at the boundary marker no. 73 in Khlongyai District, Trat Province.  Each boundary marker is set up based on natural terrains.

The suitable areas planned for the construction of walls along the Thai-Cambodian border are between boundary markers no. 52-59 located in Pong Nam Ron District, Chanthaburi Province which is adjacent to Kamrieng District, Battambang Province, Cambodia.  Linear boundary lines are to be determined between each boundary marker from boundary markers no. 52-59 (8 markers in total) over a distance of approximately 8.4 kms.  Both sides have agreed on the locations of the boundary markers.  These areas are suitable for the construction of walls, starting from the boundary marker no. 52 onwards because of their flat terrain, easy access, with no territorial dispute.

In terms of the action plan on the locations to construct border walls and operational procedures, on October 2, 2025, the National Security Council approved the construction of walls in the border areas that have been agreed upon in appropriate locations and the form of walls that will be constructed which must suit the geographical conditions.  The Council also charged the Royal Thai Armed Forces with the task of considering such construction.

The suitable location to start the construction of the walls along the Thai-Cambodian border from boundary markers no. 52-59 in Pong Nam Ron District, Chanthaburi Province, is in the area between boundary markers no. 52 and no. 54.

Furthermore, the construction of border walls will be designed to be durable, permanent, capable of preventing incursion and destruction, demolition, or border trespassing either by digging under or climbing over the walls. The walls are 3.50m high, with the lower part made of prestressed concrete while the upper part is to be made of Aluzinc-coated iron grate with durability. Concertina wire will be placed on top of the walls, with the diameter of 45cm, together with the construction of 5m wide unpaved patrol roads.

The personnel bunkers are made of high-quality concrete in the form of finished parts with the dimension of 2.1m high, 2m wide, 2m long, and 15 cm thick walls.  The overall testing results revealed the ability to resist bullets and different sizes of bombs effectively.

On this occasion, Professor Dr. Her Royal Highness Princess Chulabhorn Krom Phra Srisavangavadhana instructed the Royal Thai Armed Forces to immediately start implementation as Her Royal Highness is greatly concerned with the safety, quality of life, and livelihood of the frontline troops and civilians affected by the security situations along the Thai-Cambodian border.
