The geography of Ratchaburi Province consists of high mountains, with high plateaus alternately with plains and low lands. In winter, the Province is affected by the cold weather every year, especially between December to January. A survey of winter gear needs indicated that people living in remote areas, the elderly, children, the disabled, and low-income individuals were still in need of substantial quantity of winter gears. While relevant agencies, including local administrative organizations, foundations, and the private sector had already undertaken initial relief operations, additional assistance was still needed in some remote areas.
